Upkeep reduction

Is it intentional that upkeep reduction from multiple buildings is stacked?
For example I have just built palace, but my king is still in village hall. Upkeep reduction is taken from both palace and village hall.
Reduction on 1st screen is following: 92 = 10 from village hall + 30 from palace + 52 from king with 8th level of finance.
Not sure if it is bug or not.

Once I moved king to palace I got total upkeep reduction 112% (not sure why), and it looks like I have some free money :)
Shouldn't it be capped at 100%?

Need to think it over. IMO Reduction cannot be greater than 100%. Thx!

I think this is related.

I have a Palace with a level 6 Castellan, and a City Hall. Resulting in a upkeep reduction of 107%.

However, I also noticed that my upkeep is negative. When the game does the math, I am profiting from the negative upkeep.
